Traffic Trade Agreement

Elephant Trade Information System (ETIS) is the tool mandated by the city, managed by TRAFFIC, which tracks the illegal trade in elephant ivory and other elephant products. The Four-Party Transit Traffic Agreement (QTTA) (معاہدہِ چار – ٹریفک ) is a transit agreement between China, Pakistan, Kyrgyzstan and Kazakhstan to facilitate transit traffic and trade. In February 2017, Tajikistan expressed interest in joining the agreement. [1] A similar desire to join the agreement was expressed by Uzbekistan in May 2020[2] The first work on this road project was launched in 1995. Ukraine asserted that these transit measures were incompatible with Russia`s obligations under Article V (freedom of transit), Article X (publication and management of trade rules) and related obligations in Russia`s accession protocol (point 7.2). Russia said the measures it considered necessary to protect its core security interests, which it had taken in response to the emergency of international relations in 2014, posed a threat to Russia`s core security interests. Accordingly, Russia referred to Article XXI, point b) iii), of the 1994 GATT and argued that the body was therefore not competent to continue its action on this issue (points 7.3 to 7.4). Our initial mandate was to monitor the international wildlife trade and to present our results for informing the decisions made by the parties to CITES. Although our work has expanded considerably since then, the direction of humanhunting policy at the national and international levels remains one of the priorities of our work to bring about positive and lasting changes to wildlife.

The strategic importance of this project was diminished when Afghanistan allowed Pakistan access to Central Asia through the Afghanistan-Pakistan transit trade agreement. However, in recent years, Afghanistan has insisted that India be included in its bilateral transit trade as a precondition for Pakistan`s access to Central Asia and has even threatened to terminate the agreement if it is not retaliated pending. Pakistan`s tensions with India have made the agreement more difficult. The QTTA offers Pakistan an alternative door to Central Asia by making the full tour of Afghanistan. It would use the karakorum highway that connects Gilgit-Baltistan to China`s Xinjiang region, which is connected to Central Asia. [1] Promoting international cooperation, providing advice and recommendations and action at the national level are one of TRAFFIC`s top priorities for addressing wildlife trade issues. The road project is linked to the Chinese Pakistan Economic Corridor, which aims to allow China and Central Asia access to Pakistani ports. After the development of the port of Gawadar in the Pakistani province of Balochistan, the development of this route became particularly lucrative for Kyrgyzstan and Kazakhstan. For Pakistan, its importance has increased in recent times following frequent border closures with Afghanistan due to political hostilities and security issues. However, the panel acknowledged that it may be necessary for the appeal body to complete the analysis if its conclusions on Russia`s invocation to Article XXI B) point iii) in the event of appeal are quashed (paragraph).
